A peace agreement between warring ethnic groups was signed in October, but conditions are still tense because weapons are plentiful and the police force is essentially powerless to confront former militants and criminals. Officers receive little support from the government, which is almost insolvent because of large compensation payments made to supposedly aggrieved parties following the conflict. Such payments have inflated expectations of further government handouts and prompted threats of violence. With no money left to pass out, the government faces possible unrest.

Ethnic conflict has abated under the terms of a peace agreement signed in October, but severe economic hardship and the presence of hundreds of automatic weapons in the hands of former fighters suggest that the peace could unravel at any time. Non-essential travel to Guadalcanal and the capital city of Honiara should deferred. There is no U.S. Embassy in the Solomon Islands - the nearest is in Port Moresby, Papua New Guinea - but there is a consular agent in Honiara.
