A decision by the Croatian government July 7 to cooperate with the international tribunal on war crimes in The Hague and extradite two accused war criminals prompted the resignation of four ministers and threats of massive protests from veterans groups who consider the accused to be war heroes. Protesters threatened to block roads and border crossings. Travel throughout Croatia could be disrupted over the next two weeks.
