The threat of rebellion in the Indonesian province of Irian Jaya is alarming PNG officials, who fear that a spillover of violence, armed incursions and a sudden flow of refugees would be beyond their control. Indonesia has funneled troops into the region and demanded that West Papuans stop rallying for independence, symbolized by the flying of the West Papuan flag. Some rebels have stated that they will declare independence Dec. 1, an act that may unleash a harsh military reaction.

The curfew in Port Moresby that was put in place in response to civil unrest that began June 25 has been extended to August 25 and includes the entire National Capital District (Port Moresby and the surrounding area). Hours may vary but initially the curfew was imposed from dusk to dawn. The situation has calmed down, but travelers should continue to remain alert and avoid any demonstrations or large gatherings.

Five days of student demonstrations in Port Moresby protesting economic reforms that would mean selling state-owned companies to foreign investors ended in violence when police opened fire June 26. Four people were killed and many injured. A dusk-to-dawn curfew is in effect through July 10 and the Waigani North and University areas of Port Moresby are off limits to travelers without advance police clearance.
