Haiti has been embroiled in political turmoil for years, and little has changed since the U.S. military’s 1994 effort to restore democracy. The country hasn’t had a standing parliament for 16 months, and elections, tentatively planned for May, have spurred the killings of almost a dozen opposition leaders. The economy is in a shambles, and desperate emigrants are taking to boats hoping to reach the U.S.
