Crime is escalating in Kinshasa as the holiday season approaches, and expatriates and diplomats are often the target. The perpetrators seem to be Congolese military personnel who haven’t been paid or who are paid only sporadically. In a Nov. 22 incident, two Americans and a British national were attacked in their home by seven armed men, beaten, robbed, and one was shot in the leg.
