A national umbrella organization of business groups has called for a nationwide strike on Dec. 7 to protest a package of 49 laws President Hugo Chavez imposed by decree. Businesses could be shut down and transportation disrupted, especially in Caracas.

Crime has increased 30 percent nationwide in the last two months as Venezuela attempts to reform its judicial system. A new penal code adopted in July resulted in the release of 2,000 inmates because only an estimated 40 percent of the country’s prisoners have been convicted of a crime, but the resulting crime wave has prompted a backlash and a rash of vigilante justice, including lynchings. More crime and conflict are likely until reforms are complete.

A political crisis between Congress and a new Constitutional Assembly that is trying to revamp the country’s constitution threatened to paralyze the government. The Assembly attempted to effectively dissolve Congress and parliamentarians fought back with their own political maneuvers. Passions are high. Consider deferring travel here until the situation stabilizes.
