An alleged plot to storm the country’s congress while legislators were inside was broken up in late January, and coca farmers in the Chapare region are taking up arms to protect their plantations. Unconfirmed reports say that groups in El Alto and surrounding towns near La Paz are also arming themselves. El Alto was the focal point of last year’s anti-government protests, and the issues that prompted the unrest have not been resolved. Key votes in congress are coming up, and results could trigger protests.
