The crime rate is low compared to the U.S. and other developed countries, and Americans are seldom crime victims. There has been an increase in racially-motivated crimes by “skinheads” against non-Finns, especially in the eastern part of the country bordering Russia. Heavy drinking often exacerbates these incidents, which occur most often in major cities.
