Several recent terrorist incidents related to hostilities in Chechnya suggest that the potential for additional attacks is high. These incidents have occurred both in Moscow and in the Caucasus region, including the seizure of a school in North Ossetia where hundreds of children, teachers and parents were killed, a suicide bombing of a subway station in Moscow, the downing of two airplanes flying from Moscow to southern Russia and an explosion at a Moscow bus stop. The U.S. State Department advises Americans to avoid Chechnya and all bordering regions, including North Sestina, Ingushetia, Dagestan, Stavropoulos, Karachayevo-Cherkessiya and Kabardino-Balkariya, and prohibits U.S. government personnel from traveling to these areas. Further, the U.S. Transport Security Administration has ordered Delta and Aeroflot airlines to tighten security measures on flights to the U.S., including scanning all bags and cargo and checking all passengers. The increased measures will lengthen preflight security checks, requiring passengers to arrive at least three hours before departure. Aeroflot recommends five hours before departure.
