A prison-full of inmates escaped when Hurricane Ivan destroyed much of the island’s infrastructure in September, and the island is experiencing such a surge in crime that the prime minister has engaged 100 Guyanese soldiers and security personnel from Barbados, Saint Kitts and Nevis, Antigua and Barbuda, Bahamas, and Trinidad and Tobago to help round up those who don’t surrender themselves. He offered an amnesty against further prosecution for escaping that ran out Oct. 18.
