Extremist groups remain active here and the risk of terrorist attacks is high, especially in the southern regions where Islamic insurgents have been fighting the army for decades. Currently a cease-fire is in place in Mindanao while the government and the Moro Islamic Liberation Front continue talks that could lead to a peace agreement, but conflict still occurs between the army and other terrorist groups. Americans should avoid non-essential travel to central, southern, and western Mindanao, and the islands of Basilan, Tawi-Tawi and Jolo in the Sulu archipelago. Emergency services to U.S. citizens in some of these areas may be limited because of U.S. Embassy travel restrictions on government personnel.
