Forty inches of rain in three weeks, the heaviest rain in a century, has caused extensive flooding that has affected more than half the nation’s population and inundated roads and towns. Power and transportation have been disrupted and public water systems are contaminated. The floodwaters have started to recede but more rain is forecast. Criminals may use the flood to their advantage: in the past they have removed manhole covers to cause accidents so they can rob drivers, and with roads flooded it would be impossible to see that manhole covers had been removed. The crime threat is highest in Alboystown, Annandale and Buxton.
