By Larry Habegger | Permalink |Groping on Japanese subways and commuter trains has been a problem for years, and a record number of incidents was reported in Tokyo in 2004. Police started tracking the problem four decades ago, and while cases are believed to be substantially underreported, some 2,200 were revealed last year resulting in almost 1900 arrests. More than half the incidents occurred during the morning rush hour and teenage girls were the most frequent targets. Police vowed to increase patrols and urged train operators to add more “women only” cars to their lines. Despite the high number of groping incidents, which are punishable by seven years in prison, many women consider it a nuisance rather than a crime.
