By Larry Habegger | Permalink |The Basque separatist group ETA sent letters to five foreign diplomatic missions—the United States, Canada, Germany, Italy and New Zealand—stating that it intends to continue attacks on tourist infrastructure and cannot guarantee the security of foreigners who visit Spain. In past years, ETA has attacked tourist facilities only during the high season, but now claims that it will not restrict its actions to any time period. ETA attacks on tourism infrastructure have usually been carried out with the intent to cause damage rather than kill or injure visitors, and although popular tourist areas have suffered many attacks in the past 25 years, only six people have died in these incidents. ETA is blamed for some 830 deaths since it began its violent campaign for an independent Basque nation. Its most recent attack occurred Feb. 9 when it detonated a powerful car bomb outside a convention center in Madrid, injuring dozens.
