By Larry Habegger | Permalink |Highway robbery has been a problem here for years and continues to be, but fewer incidents have been reported in recent months. Buses, vans and private vehicles have all been stopped. The bandits usually are heavily armed and often respond violently to resistance. U.S. Mission personnel are not permitted to travel on inter- and intra-city buses because of the risk of robbery. Secondary roads provide the greatest risk but robbers also work the main highways, setting up impromptu roadblocks or overcoming vehicles in pickup trucks and forcing them to stop by brandishing weapons. Criminals know there is little chance they will be caught and punished because police are corrupt or inexperienced, and the judicial system is weak.
