The Peace Corps has suspended operations in Haiti in response to increasing violence ahead of elections scheduled for October and November. Kidnappings have also increased and foreigners are more frequently becoming victims. Since April 11, six Americans have been kidnapped, not necessarily because they are Americans, but because of their perceived wealth. Most kidnappings are for ransom, not politically motivated, and in most cases ransoms have been paid. This could lead to further kidnappings as criminals learn they can obtain significant payoffs this way, and Haitian police are ill-equipped to stop them, and sometimes are the perpetrators themselves. Many of the kidnappings have occurred in depressed areas of Port-au-Prince, including Bel Aire, Carrefour, Champs D’Mars, Cite Militaire-Delmas (lower), Cite Soleil-The American Road, or Route Nef and La Saline-Port Road.
