If you thought New York and London were expensive, consider Moscow, which has just ranked as the most expensive city in the world for the second straight year, according to a survey by Mercer Human Resource Consulting. The cost of living for expatriates in Moscow is almost 35 percent higher than in New York, whereas London, which ranked second this year, is 26 percent more expensive than New York. Seoul placed third, Tokyo fourth, New York fifteenth, and Los Angeles, the only other U.S. city in the top 5o, forty-second.
