Bolivia: Referendum Agreement May Calm Protests

Congress approved holding a referendum on a new constitution in January, a move that should end two years of political wrangling and months of protests that occasionally became violent, especially in the lowland eastern provinces where opposition to the proposed constitution has been fierce. President Evo Morales has been pushing for the constitutional reform as a way to address centuries of discrimination against the highland indigenous people. In September, anti-Morales demonstrators took over government offices in the east but their protests failed to gain wide support, paving the way for the agreement that calls for the referendum in January followed by a presidential election in December 2009.
