Vicente Fox’s rise to the presidency has brought hope for troubled Chiapas state, where little movement has occurred in the past several years toward addressing the grievances that prompted the Zapatista rebellion in 1994. Soon after taking office, Fox ordered a withdrawal of forces from 50 locations in the state, prompting the secretive Subcommander Marcos to come out of hiding and make a conciliatory statement. The moves could lead to a resumption of peace talks and lessening of tensions in the area.
